VIES status & VAT registry uptime

Our validator works even when VIES doesn't

VIES has frequent outages, often during EU business hours. The DeterminedAI Tax ID Validator handles that:

• Successful VIES lookups are cached for 24 hours, so a repeat check on a recently-validated number returns instantly even if VIES is down.
• If the live registry is unreachable, the validator falls back to format-only validation (regex check against the country's published VAT-number pattern) and clearly labels the result as a fallback.
• Bulk uploads keep going through outages: failed lookups are retried automatically and surfaced to you with the registry's actual error so you can decide what to do.
